Advisory board

Scientific Advisory Board (SAB) of scientific, industry, policy experts in industry decarbonisation and circularity with a focus on modelling science will be set up on behalf of the consortium and managed by ICCS. Focus has been placed on receiving critical input from leading industry associations and providing access to the P4P Impact Panel; representatives of such associations will be part of the SAB. This group will advise us on matters related to the implementation and development of project activities, including transparency, legitimacy, and scope of activities and methods applied, as well as the robustness and dissemination of our results. Its collective expertise will draw on a broad range of perspectives from the scientific disciplines underlying mitigation, CE research and policy, and sustainability of European and global industry. Florie Gonsolin is Programme Lead EU Industry Transformation at Agora Industry since 2025. She focuses on the EU Clean Industrial Deal and the EU policies contributing to the transformation of industry to climate-neutrality.
Prior to joining Agora Industry, she was Director of Industrial Transformation for Cefic - the European Chemical Industry Council.
Florie is a graduate of International politics, law and economics (specialised in European politics) as well as business administration.

Frank Wouters
Frank Wouters has been leading renewable energy projects, transactions, and technology development for more than 30 years and played a lead role in the development of renewable energy projects all over the world.
He served as Deputy Director-General of the International Renewable Energy Agency (IRENA) from 2012 to 2014, and he is currently serving on the board of energy companies in Europe, Asia, the US and Africa.
Frank has authored several books on renewable energy and green hydrogen. He has a Master of Science in Mechanical Engineering from Delft University.

Frank Wubbolts
Frank Wubbolts (1970) is senior consultant with TNO - Energy & Materials Transition. He is passionate about the transition of industrial production to circular-carbon resources and renewable electricity.
His professional experience is with Shell research in technology screening and economic evaluations for CO2 abatement technologies, and in open innovation. With FeyeCon CO2 technologies he was at the cradle of a series of novel applications that use compressed CO2 as a versatile and benign process medium. He is a chemical engineer from Groningen University (NL) and has a PhD in Industrial Crystallisation from TU Delft (NL).

Lars J. Nilsson
Lars J. Nilsson has a PhD in Energy Systems Studies and was a Visiting Research Fellow at Princeton University. He has 30 years of experience in the fields of energy and environmental systems studies, technology assessments, policy analysis, and decarbonisation transitions and their co-evolution with energy system transitions, as well as industrial development policy strategies. He was Coordinating Lead Author for the Industry chapter in the IPCC WGIII 6th Assessment Report (2022). Since 2022 he is a member of the European Scientific Advisory Board on Climate Change under the European Climate Law.
